Back in the 1980's, Dennis Klatt invented what is known today as Dectalk. It is widely used in reading machines and screen readers for the blind as well as communication devices for the disabled. Today, a public domain fully functional 4.40 speak Window is available just for the asking. It comes with 10 voices with the ability to create unlimited more voices. Every created voice can both talk and sing.
Instructions for creating voices and programming songs need to be purchased. These instructions include how to read music. The instructions are broken down into 12 lessons that let you learn at your own pace. By the end of the 12th lesson, you will be able to program any song you want. Adding in music is not covered.
This is the speak window that is used to program Dectalk. you can create any male or female voice you can imagine, have them say anything you want, and program them to sing.
